Is Garen a tank? Even after the rework, Tank Garen is still viable, maybe even better than before thanks to the W shield and the True Damage Ultimate. Your damage will likely still be sufficiently high to dispose of the weaker foes and your defensive stats are still way above average.

Why is Stridebreaker good on Garen?
Stridebreaker gives you all the stats Garen wants (AD,HP and AS), and then adds movement speed to all the rest of your legendary items. Stridebreaker really shines against bruisers such as Riven, Irelia, and Jax who have a lot of mobility in their kit.

I believe Garen is a very good pick for anyone up to diamond because he really teaches you the fundimentals of the game. His skills are very straight forward and easy to learn which makes it very easy to pick him up. Since both players know exactly what Garen can do, it comes down to you being the better player.
