Kevan was a competent foe. The only competent Lannister general remaining, he needed to be eliminated. Murdering Kevan with little people appearing out of the walls makes Cersei more paranoid thinking Tyrion is still hiding in the walls. Kevan was killed with a crossbow, as Tywin was.
