Getting a photo card is voluntary and available to any NSW resident over the age of 16. You don’t need to hold a driver licence to get a photo card, and you can hold both at the same time.

As of 1 March 2017, the NSW Photo Card is available to all residents of NSW aged 16 and over, whether or not they have a state driver’s licence.
